Abstract
Bu çalışmada Erzurum Kalesi Kültür Yolu Projesi alanının pandemi süreci ve sonrasındaki kullanımında pandemi nedeniyle ortaya çıkan değişim incelenmiştir. Bu kapsamda alanın tasarımı, esnekliği, yeterliliği ve bağışıklığı yazarlar tarafından oluşturulan “Kentsel Kamusal Alanda Mekânsal Kalite ve Dirençlilik Matrisi” çerçevesinde değerlendirilmiştir. Matris çerçevesinde yapılan analizlerle Erzurum Kalesi Kültür Yolu Projesinin pandemi sonrası kullanımındaki fiziksel ve sosyo-psikolojik değişimler belirlenmiş, pandeminin bu kamusal alanın kullanımına etkisi ortaya konulmuştur. Matriste yer alan “Fiziksel kalite ve dirençlilik” boyutu dört ölçütten ve yirmi sekiz bileşenden oluşurken; “sosyal kalite ve dirençlilik” boyutu ise dört ölçütten ve yirmi iki bileşenden oluşmaktadır. Yer verilen bileşenler, kentsel kamusal alanların kalitesine ve dirençliliğine sağladığı katkıya ve önem seviyesine göre puanlandırılmıştır. Yapılan mekânsal analizler, anket çalışması, saha gözlemleri ve matris değerlendirmesi sonucu Erzurum Kalesi Kültür Yolu Projesinin pandemi gibi kentsel krizlere reaksiyon göstermeye uygun tasarlandığı ve yüksek dirençli olduğu tespit edilmiştir. Bu araştırmanın yöntemi ve çıktılarının pandemi ve kent ilişkisi hakkında bilimsel çalışmalar yapmak isteyen araştırmacılara yol gösterici olması ve önemli yönlendirici bir veri kaynağı olması umulmaktadır.
In this study, the change due to the pandemic in the use of the Erzurum Castle Cultural Road Project area duringand after the pandemic was examined. In this context, the design, flexibility, adequacy and immunity of the areawere evaluated within the framework of the "Spatial Quality and Resilience Matrix in Urban Public Space" created by the authors. The socio-psychological and physical changes in the use of Erzurum Castle Cultural Road Project before and after the pandemic were determined with the analyzes made within the framework of thematrix, and the effect of the pandemic on the use of this public space was revealed. While the "Physical qualityand resilience" dimension in the matrix consists of four criteria and twenty-eight components; The “social qualityand resilience” dimension consists of four criteria and twenty-two components. The included components arescored according to their contribution to the quality and resilience of urban public spaces and their level of importance. As a result of spatial analysis, survey, field observations and matrix evaluation, it has beendetermined that Erzurum Castle Culture Road Project is designed to react to urban crises such as pandemics andis highly resillient. It is hoped that the method and outputs of this research will guide researchers who want toconduct scientific studies on the relationship between the pandemic and the city, and will be an important sourceof guiding data.
