    In this study, lt had been discussed effects of earthquakes of The August 17, Izmit and The November 12. Duzce called disaster of this century. Wilhin the century, badly urbanization and its reasons had been touched. Besides, it had been expresself that we must have the disaster management system to be applied in state of disaster, otherwise hazard of disasters can be bed to the biggest problems.

    After disaster the main aim is to return back to normal life in the short time. ln this study, how stages demand of housing during the post earthquake is being supplied, specially rehabilitations stage that forms an important passing stage between emergency stage and reconstruction stage, that housing is being supplied in this stage had been emphasized. What the goal system should be had been determined that housing in the rehabilitation stage which is carried an important responsibility in view of economic specially for the developing countries..
