| dc.description.abstract | Yoksulluk çağımızın büyüyen yangınıdır. Bu nedenle hem ulusal düzeyde hem de uluslararası düzeyde yoksullukla mücadele kapsamında birçok politika yürütülmektedir. Yoksullukla mücadelede, öncelikle, yoksulluğun nelerden kaynaklandığı, bu çerçevede yoksulluk tanımının ve ölçümünün neye dayandırıldığını bilmek önemlidir. Buradan hareketle günümüzde, esas olarak, yoksullukla mücadelede dolaylı yaklaşım ve dolaysız yaklaşım olmak üzere iki eksen tartışılmaktadır. Dolaylı yaklaşım, büyüme ve gelir dağılımına ilişkin politika önerilerini içermektedir. Dolaysız yaklaşım ise, başta beslenme, sağlık, eğitim ve konut gibi temel ihtiyaçlar olmak üzere yoksulların yaşam standartlarını ilgilendiren konulara yönelik olarak devletin uygulamaya koyduğu somut program ve politikaları içermektedir. Çalışma çağımızın en önemli sorunu haline gelen yoksulluğun boyutunu ve yoksullukla mücadelede uygulanan kamusal politikaların etkinliğini değerlendirmektedir. Bu açıdan Türkiye'deki yoksulluk ve Türkiye'de yoksullukla mücadelede uygulanan kamusal politikalar çalışma alanı olarak belirlenmiştir. Çalışmada görüleceği üzere yoksulluk sorununun çözümüne dair geliştirilen kamusal politikalar yoksullukla mücadelede yeterince etkin olmamaktadır. Esas olarak bu iddia iki nedene dayanmaktadır. Bu nedenlerden birincisi giderek artan yoksulluğun, kapitalist ekonominin işleyişindeki aksaklıklardan kaynaklandığı gerçeğinin göz ardı edilmesi ve yoksullukla mücadelede politikaların, piyasadaki işleyişin dışlanılarak belirlenmesidir. İkincisi ise; yoksulluğun sadece yeterince gelire sahip olmamaya indirgenmesi ve yoksullukla mücadelede çözüm için çoğunlukla gelir odaklı önlemlerin alınması ve dolaysız yaklaşımların benimsenmesidir. | tr_TR |
| dc.description.abstract | Poverty is the growing fire of our age. Therefore, so many national and international policies are carried out against poverty. While struggling against poverty, it is highly important to know what results in poverty, how it is defined and how it is measured. In today's world, there are two different approaches adopted while discussing the struggle against poverty. One is indirect approach and the other one is direct approach. Indirect approach includes policy proposals about growth and income distribution while direct approach includes tangible programs and policies implemented by the governments about the issues highly important for the poor people?s standards of living and their fundamental needs such as nutrition, health, education and housing.This study analyzes the dimensions of poverty and the effectiveness of public policies carried out for struggling against poverty. The poverty in Turkey and the public policies carried out for struggling against poverty in Turkey make up the field of this study. It is claimed that public policies developed for finding out solutions to the problem of poverty are not effective enough in struggling against poverty, which mainly depends on two reasons. The first one is that the main reason for gradually increasing poverty, which is the malfunctioning of capitalist economy, is ignored and that policies for struggling against poverty are developed without taking the functioning of market into consideration. The second one is that poverty is limited to not having adequate income and income-oriented precautions and indirect approaches are generally seen as the solution to the problem of poverty. | en_US |
