Sınıf öğretmenliği bölümünden mezun olmayan öğretmenlerin mesleki yeterlilikleri: Bursa ilköğretim okulları örneği

Abstract

Eğitim, başlı başına ülkelerin kalkınmasında en büyük etkendir. Günümüzde gelişmiş ülkeler, kaynaklarının önemli bir bölümünü eğitime ayırmaktadır. Böylece, ülkenin ihtiyacı olan nitelikli insan gücünü de bu şekilde kolaylıkla karşılayabilmektedirler. Eğitim sisteminin temel yapı taşı öğretmendir. Yeterli sayı ve nitelikte öğretmenlerle desteklenmeyen eğitim sisteminin başarıya ulaşması mümkün değildir. Türk Eğitim Tarihi’ne bakıldığında, yeterli sayı ve nitelikli öğretmen yetiştirme her zaman tartışılan bir sorun olmuştur. Özellikle, sınıf öğretmeni yetiştirme konusunda istenilen düzeye ulaşılamamıştır. Son yıllarda ise, sınıf öğretmenliği açığının artması, siyasal güçler tarafından üniversite mezunlarına bir iş alanı olarak düşünülmüştür. Çeşitli uygulamalarla Sınıf Öğretmenliği Bölümleri’nden mezun olmayan fakülte mezunlarının sınıf öğretmeni olarak atanması pek çok tartışmayı da beraberinde getirmiştir. Bütün bunlarla birlikte bu araştırma, Bursa İl Milli Eğitim Müdürlüğü’ne bağlı ilköğretim okullarında görev yapan Sınıf Öğretmenliği Bölümü’nden mezun olmayıp sınıf öğretmenliği yapan öğretmenlerin mesleki yeterliliklerine ilişkin; müfettiş ve kendi görüşleri alınarak yorumlanmıştır. Bundan sonra yapılacak araştırmalara ise önerilerde bulunulmuştur. Buna göre: 1. Sınıf Öğretmenliği Bölümü’nden mezun olmayan sınıf öğretmenliği yapan öğretmenlerin mesleki yeterliliklerine ilişkin, müfettiş görüşlerine göre: “Katılmıyorum” sonucu ortaya çıkmıştır. 2. Sınıf Öğretmenliği Bölümü’nden mezun olmayan sınıf öğretmenliği yapan öğretmenlerin mesleki yeterliliklerine ilişkin, kendi görüşlerine göre: “Katılıyorum” sonucu ortaya çıkmıştır. 3. Sınıf Öğretmenliği Bölümü’nden mezun olmayan sınıf öğretmenliği yapan öğretmenlerin görüşleri ile müfettişlerin görüşleri arasında anlamlı bir fark görülmektedir.

Education is basicly the most important factor in the development of countries. If you look at developed countries you can see that they spare an important amount of their NGD for education nowadays. In this way they get easily the specialized manpower which the country needs. The keystone in the education system is the teacher . It is impossible the education system without the enough amount of teachers with special capabilities to be succesful. If we look to the History of Turkısh Education we can see that it has always been a problem to educate qualified and the right amant of teachers. Especially in training primary school teachers, the aimed point hasn’t been needed. But in the last years, the increase in need of primary school teachers, has been considered as a vacancy for the people who graduated from different universities by political authorities. That asignment of graduated students as a primary school teacher who graduated from different faculties has caused too many arguments. This research has been explained by taking inspectors’ and their own opinions related to the qualification of teachers’ who are primary school teachers in Bursa state schools but not graduated from relevant department. It has been made suggestions to the future researches; 1- As inspectors’ opinions are taken into consideration: The result of “I don’t agree” has been fond related to the qualification of teachers’ who are primary school teachers but not graduated from relevant department. 2- When the teachers’ opinions are considered. The result of “I agree” has been fond related to the qualification of teachers’ who are primary school teachers but not graduated from relevant department. 3- It has been seen that there is an important difference between the views of teachers who are teaching at primary schools, but not graduated from relevant faculty and the inspectors’ views.
