| dc.description.abstract | Bölgelerarası gelişmişlik farkları ülkelerin geçmişten günümüze kadar uğraştıkları en önemli sorunlardan biri olmaktadırlar. Bu sorunların çözümünde hükümetlerin bölgelerarası gelişmişlik farklarını azaltmak için finansal teşvikler ve alt yapı yatırımları gibi çeşitli politikalar uyguladığı dönem, 1970'li yıllarda yaşanan kriz süreci ile birlikte önemini kaybetmeye başlamıştır. Bu dönemde üretim sisteminde yaşanan dönüşümler, teknolojide yaşanan gelişmeler ve tüm dünyayı içine alan küreselleşme süreci ile birlikte uygulanan bölgesel politikalarda da değişim gündeme gelmiştir. Bölge artık geçmişin ulus devlet denetiminde ve ulus devlet dışına kapalı bir ekonomik sistemden, uluslar arası direk ilişkilere açık olan bir birim halini almıştır. Bölge kavramı ile birlikte bölgesel politikalarda yaşanan değişim, bölgesel farklılıkları giderme problemi olmaktan çıkmış bölgenin küresel rekabetçiliğini arttırmaya yönelik yerel aktörlerin başını çektiği bir yenilikçi ve sürdürülebilir rekabetçi bir model yaratma sorununa dönüşmüştür. Bu doğrultuda bölgesel politikaların uygulanmasında, kamu kesimi, özel kesim, sivil toplum kuruluşları ve üniversiteleri bir araya getiren, bölgelerarası gelişmişlik farklarını eşitleyici değil bölgelerarası rekabet anlayışını benimseyen, bölgenin sorunlarına çözüm bulmayı amaçlayan kurumlar ortaya çıkmaya başlamıştır. Bu kurumlardan biri olan Bölgesel Kalkınma Ajansları tüm dünyada uygulama alanı bulmuştur.Bu çalışmada, bölgesel politikalarda yaşanan değişim süreci ve bu sürecin kurumsal yansıması olan kalkınma ajanslarının ortaya çıkışı ve Avrupa Birliğine aday ülke konumundaki Türkiye'nin bu süreç ile birlikte bölgesel politikalarındaki yapısal dönüşüm incelenmiştir. | tr_TR |
| dc.description.abstract | The development differences among the regions have been the most important problem that the countries have been dealing with so far. In the solution of these problems, the period in which governments' implementing several policies such as financial incentives ve infrastructural investments to reduce the interregional development differences, lost its importance with the crisis period during the 1970s. In this period, some changes have come up with the transformations in production systems, developments experienced in the technology and regional policies implemented with globalization process including the whole world. Region has become a unit that is open to the international direct relationships from an economic system under the control of nation state and close to the out of nation state. With the region concept, the change experienced in regional policies has converted the problem of regional development from the issue of eliminating regional differences into creating a innovative, sustainable and competitive model directed to increase the global competitiveness, in which the local actors lead. Accordingly, in the implementation of regional policies, institutions adopting not equalizing the development differences among the regions but the conception of interregional competitiveness, gathering public and private sectors, non governmental organizations and universities, aiming to find solutions to the problems of the regions, have started to occur. Regional Development Agencies, which is one of these institutions, have found an implementation area in the whole world.In this study, period of change which is experienced in the regional policies and occurance of the development agencies which are institutional reflections of this period and structural conversion of Turkey, which is in the position of being a candidate country to European Union, in regional policies, has been examined. | en_US |
