Abstract
Genel sağlık sigortası kişilerin öncelikle sağlıklarının korunmasını, sağlık riskleri ile karşılaşmaları halinde ise oluşan harcamaların finansmanını sağlayan sigorta olarak tanımlanmaktadır. Genel sağlık sigortası uygulamasında, ortaya çıkan hastalık riskine karşı tüm toplumun sağlık güvencesi kapsamına alınması hedeflenirken, sunulan sağlık hizmetlerinden herkesin eşit bir şekilde yararlanması yine herkesin sağlık hizmetlerine kolay ulaşabilmesi ve sağlık hizmetlerinden etkin biçimde yararlanabilmesi amaçlanır. Bu anlamda genel sağlık sigortası bir sosyal sigorta kolu olmayıp sağlık hizmetlerinin sağlanmasına ve finansmanına ilişkin bir sağlık sistemidir. Bu çalışmada Türkiye'de genel sağlık sigortasının yürürlüğe girdiği 2008 yılından bu yana geçen süreçte sistemin uygulanmasına bağlı olarak ortaya çıkan sorunların tespiti ile genel sağlık sigortasında amaçlanan hedeflere ne ölçüde ulaşılabildiğinin ortaya konması, sistemin mevcut durumunu göz önüne serip zayıf ve güçlü yönlerini ortaya koyarken sorunların çözümüne de katkıda bulunulması amaçlanmıştır. Bu doğrultuda genel sağlık sigortasına ilişkin mevcut mevzuat hükümleri değerlendirilerek ortaya çıkan sorunlara öneriler sunulmuştur.
General health insurance has been defined as insurance to protect the health of the people in the first place and then funding of the expenses occurred in the event of encountering with health risks. The objective of the general health insurance application is to take all of the society under the health coverage against the disease risks and everyone to benefit from the health services in equal manner and reach them easily and effectively. In this sense, general health insurance is a health system concerning the providing and funding of health services not a social insurance branch. The objective of this study is to determine the problems arising out depending on the application of system as of 2008 and present to what extent protected objectives in the general health insurance are reached, contribute to the solutions of the problems while revealing the weakness and strengths of the current system. Accordingly, suggestions to the problems have been presented by evaluating the current legislation provisions regarding the general health insurance.
