Abstract
Osmanlı Devleti‟nde vakıf müessesi sosyal ve iktisadi olarak önemli roller oynamıştır. Şehirlerin manevi, ictimai ve ekonomik ihtiyaçlarına cevap vermek amacıyla kurulan vakıflar, toplumun ihtiyaçlarını karşıladıkça rağbet görmüş ve zamanla sayıları artmıştır. Bir vakıf medeniyeti olan Osmanlı Devleti‟nin ekonomik yapısı üzerinde menkul vakıfları olan para vakıflarının önemli bir yeri vardır. Para vakıflarından kullandırılan kredilerle, halkın finansman ihtiyacı karşılanmıştır. Osmanlı‟nın duraklama dönemi olarak gösterilen 18. yüzyılda artan savaş harcamaları ve kaybedilen savaşlar sonucunda ödenmesine mecbur bırakılan tazminatlar nedeniyle devlet ekonomik bir dar boğaza girmiş ve bu ekonomik dar boğazdan imparatorluğun şehirleri de olumsuz yönde etkilemiştir. Çalışmamızda 18. yüzyılda Osmanlı‟da ekonomik darboğazın Bursa eyaletinde yaşayan halka yansımaları ve farklı meslek gruplarına etkileri analiz edilecektir. Yaşanan dönemde Osmanlı‟nın farklı devletlerle yaşadığı siyasi ve iktisadi olayların Bursa ekonomisine etkisi, para vakıfları özelinde tartışılacaktır.
In the Ottoman Empire, "Waqfs" played significant economic and social roles. Established to respond to the spiritual, conventional and economic needs of the cities, the Waqfs were in demand when the needs of the society were met and their numbers increased over time. Cash waqfs that are securities foundations on the economic structure of the Ottoman State, which is a waqf civilization, have an important place. With the loans extended from the cash waqfs, the financing needs of the people were met. As a result of increased war expenditures in the 18th century, which was shown as the Ottoman stagnation period, and due to the reparations forced to pay as a result of the lost wars, the state entered an economic culmination and the cities of the empire affected negatively from this economic downturn. In this work, reflections of the economic downturn in the Ottoman Empire in the 18th century to the people living in the province of Bursa and the effects on different professions will be analysed. The effect of the political and economic events of the Ottoman Empire in different periods on the Bursa economy will be discussed in the context of cash waqfs.
