Ancak bu incelemeler yapılırken siyaseti dizayn eden siyasi partilerin çalışma biçimleri ve etkinliği göz önünde bulundurulmaması bir eksiklik olarak karşımıza çıkmaktadır. Siyasal sistemlerin teorileri ile işleyişleri arasındaki temel farklar genel itibariyle siyasi partilerin sistem içerisindeki etkinliği ile ilişkilidir. Bu noktada toplumsal yapıyı dizayn edecek kadar güçlü bir hale gelmiş ve devletle iç içe girmiş siyasi partilerin mevcudiyeti siyasal sistemi derinden etkilemektedir. Parlamenter sistemin doğal bir sonucu olan disiplinli parti yapıları ve yumuşak kuvvetler ayrımı yasama ile yürütme arasında iç içe geçmiş bir siyasal sistem ön görmektedir. Fakat Türkiye’de özellikle Cumhurbaşkanlığı sistemine geçildikten sonra başkanlık sisteminde olduğu gibi disiplinli parti yapısından vaz geçilmesi beklenirken, ittifaklara izin veren yeni seçim sisteminde nispi temsilden vaz geçilmemiş olması ve nispi temsilde liste usulüyle adayların parti merkezlerince belirlenmesi partilerin adayların üzerindeki yaptırım gücünü en üst seviyeye çıkartmaktadır. Bu çalışma Türk siyasi hayatında etkin bir rol oynayan siyasi partilerin parti içi demokrasilerini ve disiplin yapılarını araştırmayı amaçlıyor olup, bu partilerin disiplin yapılarının katı parti disiplini çerçevesinde oluşturulmasından ötürü, partilerin neden katı disiplinli bir yapıya sahip oldukları, bu yapının neden ortaya çıktığı ve nasıl işlediği sorusuna cevap aranacaktır. Ayrıca katı parti disiplininin siyasi hayatımız için gerekliliği sorgulanacak olup bu disiplinli yapının zayıflatılması durumunda siyasal hayatta karşımıza çıkacak sonuçlar araştırılacaktır. Diğer taraftan yeni hükümet sisteminde siyasal partilerin rolleri incelenecek olup, partilerin disiplinli yapısının bu sistem için gerekliliği sorgulanarak olası bir yapısal değişiklik durumunda zayıf disiplinli siyasal partilerin sistemin içerisinde işler bir durumda olup olmayacağı sorusuna cevap aranacaktır.Political systems are tried to be explained through the basic mechanisms that make up the system. However, it is a deficiency that the working styles and effectiveness of political parties, which design politics, are not taken into consideration while conducting these analyzes. The main differences between the theories of political systems and their functioning are generally related to the effectiveness of political parties within the system. At this point, the existence of political parties that have become powerful enough to design the social structure and are intertwined with the state deeply affects the political system. Disciplined party structures and a soft separation of powers, which are a natural consequence of the parliamentary system, envisage an intertwined political system between the legislature and the executive. However, in our country, especially after the transition to the presidential system, while the disciplined party structure is expected to be abandoned as in the presidential system, the fact that proportional representation has not been abandoned in the new electoral system that allows alliances and the candidates are determined by the party centers through the list method in proportional representation maximizes the sanctioning power of the parties on the candidates. This study aims to investigate the intra-party democracy and disciplinary structures of political parties that play an active role in Turkish political life. Since the disciplinary structures of these parties are formed within the framework of strict party discipline, an answer will be sought to the question of why parties have a strict disciplinary structure, why this structure emerged and how it functions. In addition, the necessity of strict party discipline for our political life will be questioned and the consequences of weakening this disciplinary structure in political life will be investigated.
