Bu kapsamda, öncelikle özelleştirme konusunda genel bir teorik çerçeve sunulmuş, 1985-2013 dönemindeki Türkiye’deki özelleştirme uygulamalarına yer verilmiş, sonrasında konuyla ilgili kısa bir literatür taraması yapılmıştır. Çalışmanın ampirik kısmında, devletin elde ettiği özelleştirme gelirlerinin bütçe açıkları ve devletin borç stokuna etkisini tahmin eden bir ekonometrik bir model ve Granger nedensellik testi kullanılmıştır. Elde edilen sonuçlara göre; özelleştirme gelirlerinden bütçe açıkları ve kamu borç stokuna doğru nedenselliğin varlığı tespit edilmiştir. Ayrıca, özelleştirme gelirlerinin bütçe açıklarını azaltıcı ve kriz dönemlerinin de kamu borç stokunda artırıcı etkide bulunduğu saptanmıştır.This study has tackled with the impact of privatization revenues in Turkey on budget deficits and public debt stocks. In this context, first, a general theoretical frame about privatization has been presented, the privatization applications 1985- 2013 period in Turkey have been taken the place, then, a short literature scanning about the subject has been realized. In the empirical section of the study, an econometric model estimating the impact of privatization revenues the state obtained on budget deficits and debt stock of the state, and Granger causality test were used. According to the results obtained, it is found out that there was a causality from privatization revenues towards budget deficits and public debt stock.
