Ülkemiz mevzuatına 1973 yılında giren ve amacı, işyerlerinde sağlık ve güvenliğin sağlanması ve iş kazaları ile meslek hastalıklarının önlenmesi olan bu kurullar, aynı zamanda işçi ve işverenlere bir arada çalışma imkanı sunmaktadır. Ülkemizde en son 2004 yılında yapılan değişiklikle İSG Kurulları Yönetmeliği yayınlanmış ve bu Yönetmelik pek çok yeniliği beraberinde getirmiştir. Amacı, iş sağlığı ve güvenliğinin sağlanmasında İSG kurullarının etkinliğinin ölçülmesi olan bu çalışmada, kurulun kurulması, görev ve sorumlulukları, kurul toplantıları, üst yönetimin kurula desteği ve çalışanların kurula katılımı başlıkları altında bu etkinliği belirleyen ölçütler açıklanmıştır. Bu konuda özellikle, iş kazaları ve meslek hastalıklarının azaltılmasında katkısı olan, çalışanların kurulda temsilini sağlayan, ayrıca üst yönetimin desteklediği kurulların en etkin kurullar oldukları belirlenmiştir. Çalışmada, kurulların dünyadaki gelişimine de yer verilmiş ve bu konuda Kanada, Amerika Birleşik Devletleri (ABD) ve İngiltere’deki uygulama incelenip, daha sonra ülkemiz mevzuatıyla karşılaştırılmıştır. Çalışmada ayrıca, kurulların etkinliği konusunda yapılan bir alan araştırmasına yer verilmiştir. Bu çalışmada, Bursa’da belli bir büyüklüğün üzerindeki tekstil ve otomotiv şirketlerinde kurulların ne derece etkin uygulandığı ve çalışanların kurulun faaliyetlerinden haberdar olup olmadıkları ölçülmeye çalışılmıştır. Anket yöntemiyle yapılan bu alan araştırmasında kurul üyeleri ve kurul dışındaki çalışanlara olmak üzere toplam 364 kişiye ulaşılmış ve sorulara verilen cevaplar, SPSS (Sosyal Bilimlerde İstatistik Paket Programı)’nda değerlendirilmiştir. Bu çalışmadan çıkan sonuçlara göre, İSG kurulları otomotiv sektöründe daha etkin uygulanmakta, tekstil sektöründe ise yetersizliklerin olduğu görülmektedir. Ayrıca, bu işyerlerinde çalışanlar kurulun faaliyetlerinden haberdar değildirler.In addition to the inspection activities made by the government in the area of case of OHS, there also exist the inspections launched by the occupational health and safety committees. These committees, which have introduced into our legislation in 1973 and incorporating the objective of promoting security and health in the working places and preventing job accidents and occupational diseases, at the same time offer employees and employers the opportunity of working together. Together with the last amendments made in 2004, the regulation related with the committees has been released and brought various innovations into agenda. In this study, which intend the objective of identifying the efficiency of the OHS committees in promoting security and health at work, under the subtitles of; establishment of the committee, duties and responsibilities, committee meetings, the support of upper administrative level to the committee and the participation of employees to the committee, the criteria that are defining this efficiency is explained. In this subject, especially those committees which contribute reducing job accidents and occupational diseases, provide representation of the employees in the committee and supported by the upper administration are identified as the most efficient ones. In this study, a part has been devoted to the development of these committees around the world and the implementation in the U.S.A, Canada and the Britain has been examined and compared with our country’s legislation. In this study, also the case study regarding the efficiency of the committees takes part. In this study in those automotive and textile firms that are above certain level in Bursa, up to which degree these committees are efficient and whether or not the employees are informed about the activities of the committees are endeavored to be examined. In this case study which is conducted by the method of survey, a total of 364 people that involves committee members together with these employers that are not members of the committee have been reached and the answers given to the queries are evaluated on the Social Sciences Statistic Package Programme. According to the results of the study, OHS committees are employed more efficiently in the automotive sector and insufficiencies have been witnessed in the textile sector.
