Bu sebeple ülkemizde de hem merkezi idare hem de yerel yönetimler bünyesinde pek çok denetim organı bulunmaktadır. Cumhurbaşkanlığına bağlı tarafsız denetim organı olarak Devlet Denetleme Kurulu, idarenin faaliyetlerinin hukuka uygun, düzenli ve verimli bir şekilde yürütülmesini amaçlamaktadır. Böylece Cumhurbaşkanının anayasal bazı görevlerini bu Kurul aracılığıyla yerine getirdiği söylenebilir. 16 Nisan 2017 tarihli halkoylamasında kabul edilen anayasa değişikliğiyle hükümet sisteminde ve devletin idari yapısında önemli değişiklikler yapılmıştır. Bu değişiklikler uyarınca Cumhurbaşkanının yürütme yetkisi ve görevini tek başına kullanacaktır. Bu durum uyum yasaları çerçevesinde Cumhurbaşkanlığına bağlı kuruluşların yapısında da birtakım değişikliklerin yapılmasını gündeme getirmektedir. Bu bağlamda, bu çalışma yeni anayasal sistemde Devlet Denetleme Kurulu’nun konumunu tartışmayı ve Kurula ilişkin yapılması gereken değişikliklere dair öneriler sunmayı amaçlamaktadır. Çalışmada 16 Nisan halkoylaması sonrasında Kurulun konumunda, görev ve yetkilerinde bazı değişiklikler yapılması gerektiği iddia edilmektedir.In democratic countries, the auditing of the administration is important both for the protection of individual rights and for the healthy functioning of the administration. Therefore, in our country, there are so many auditing body in both central government and local governments. The State Supervisory Council as a impartial supervisory body attached to the Presidency of the Republic of Turkey purposes ensuring the lawfulness, regular and efficient functioning of administrative actions. Thus, it can be said that the President of the Republic exercises some constitutional duties via this Council. With the constitutional amendment adopted in the referendum on April 16, 2017, significant changes were made in the government system and the administrative structure of the state. In accordance with these amendments, the President will exercise executive power and function by himself. This amendment raises a change in the structure of the institutions attached to the Presidency through the harmonization laws. In this context, this study aims discussing position of The State Supervisory Council in new constitutional system and making proposals about changes regarding Council.
