Zira formel ve informel kurallar ile kuruluşlar çerçevesinde oluşan etkin ve sağlam bir kurumsal yapı, sürdürülebilir iktisadi gelişim için gerekli koşul şeklini almıştır. Kurumsal değişim, ekonomi içindeki tüm aktörlerin birbirini etkilemesiyle oluşmakta ve her biri zaman içerisinde kurumları geliştirip değiştirmektedir. Bu kurumsal düzende; mülkiyet hakları, devletin yapısı, siyasi ve ekonomik kurallar ile informel kurumlar ve organizasyonlar, ekonomileri geliştirme veya zayıflatma özelliğine sahiptir. Gerek üretim gerek değişim sırasında iktisadi yapı üzerinde etkisi olan kurumların ekonomik büyüme ile ilişkisi, işlem maliyetleri üzerinden ortaya çıkarılabilmektedir. Yeni kurumsal iktisat okuluna ait işlem maliyetleri, bireyden hareketle toplumsal kuralları belirleyerek ekonomik faaliyetlerde ortaya çıkan maliyetlerin kaynağı olmaktadır. Bu tezde yeni kurumsal iktisat perspektifinden kurumsal kökenler ve işlem maliyetlerinin inceleme sahası olarak denizcilik sektörü seçilmiş ve Türk denizcilik sektöründe işlem maliyetleri çerçevesinde gerçekleşen tarihsel değişim izlenmiştir. Çalışmada öncelikle dünya denizcilik tarihi ve ekonomisi kurumsal hatlarıyla aktarılmış, ardından Türk denizcilik sektörü tüm alt gruplarıyla araştırılmıştır. Bu alt gruplardan deniz turizmi sektörü seçilerek Douglass North’un kurumlar kuramı üzerinden sektörün işlem maliyetleri nedenli değişimi üzerinde durulmuştur. Deniz turizmi sektöründe doğan işlem maliyetleri sözleşme öncesi araştırma, pazarlama, görüşme, sözleşme sırasında avukatlık ve denetleme, sözleşme sonrasında takip, garanti, bakım ve onarım hizmetleri kapsamında örneklendirilerek açıklanmıştır. Sektörel bazda belirsizlikleri azaltacak faaliyetlere girişildiği ve maliyetlerin düşürülmeye çalışıldığı görülmüştür.In recent years, in addition to the historical development of countries with similar geography or natural resources, the functioning of institutions has come to the forefront in the explanation of the distinction on the sustainable economics. Because an effective and robust institutional structure formed within the framework of formal and informal rules and organizations has taken the form of condition for sustainable economic development. Institutional change occurs when all actors in the economy affect each other, and each develops and changes institutions over time. In this institutional order, property rights, the structure of the state, political and economic rules and informal institutions and organizations could develop or weaken economies. The relationship between institutions that have an impact on economic structure during both production and exchange can be revealed through transaction costs. The transaction costs of the new institutional economics are the source of the costs that arise in economic activities by determining the social rules based on the individual choices. In this thesis, the maritime sector is selected as the investigation area of institutional origins and transaction costs from the new institutional economics perspective. The historical change in the Turkish maritime sector was observed within the framework of transaction costs. In this study, the world maritime history and economy is explained with institutional standpoint. The Turkish maritime sector together with maritime tourism as sub-sector are investigated through Douglass North's theory of institutions. Transaction costs arising in the maritime tourism sector are explained by examples of research, marketing, negotiating, lawyer and supervision, contract follow-up, maintenance, and repair services.
