Abstract
Küreselleşen dünyada, toplumlar hemen her alanda rekabet şanslarını kaybetmemek için, üretimde “Sanayi Toplumu”, kültürde milli değerlere dayalı “Bilgi Toplumu”, davranışta “Bilim Toplumu” olmalıdırlar. Günümüzde kişiler, kuruluşlar gelişen bu dünya şartlarına kendilerini hazırlamak ve çağa uyum sağlamak zorundadırlar. Dünyada uluslararası ilişkilerin hız kazanması, hızlı teknolojik değişmeler, sürekli yenilenen bilgi birikimi ve yoğun rekabet ortamında ayakta kalabilecek, nitelikli insanlara olan ihtiyaç artmış, tüm işletmelerin dikkat ve çabalarını “kalite” kavramı üzerinde odaklaştırmış, “müşteri tatmini” ile “sürekli değişim” kavramlarının önemi artmış, değişimlerin getirdiği zorlukların aşılmasında en önemli anlayışın; kaliteli eğitim ve ömür boyu öğrenmeyi öğrenmek anlayışı olduğu ortaya çıkmıştır. Bu gelişme eğitimle sağlanacaktır. Değişen bilgi, bilim, üretim ve yönetim anlayışı eğitim sistemlerini ve kurumlarını etkilemiştir. Bu değişim sonuç itibariyle “bilgi”, “öğrenmeyi öğrenme”, “sürekli eğitim” kavramlarını ön plana çıkarmıştır. Eğitim örgütlerinin bu amaçları gerçekleştirebilmeleri yönetim anlayışında değişiklik yapmakla mümkündür. Toplumlar eğitim sistem ve örgütlerini; hayatını belli bir standartta sürdürebilmek için hangi bilgi ve becerilere ihtiyacı olduğunu araştırabilen, bunları edinip yaşamında kullanabilen ve bir süre sonrada bunları yenileriyle değiştirebilen insanlar yetiştirecek şekilde oluşturmak zorundadır. İyi yetişmiş insan gücünün uluslararası alanda o ülkenin yerini belirlemede önemli role sahip olduğu herkes tarafından kabul edilmektedir. Eğitimin kalitesini belirlemede ölçüt evrenselleşmiş ve gelişmelerin dikkate alınması zorunlu olmuştur. Bu gelişme eğitim sistemlerinin “öğretmen merkezli” olmaktan çıkarılıp, “öğrenci merkezli” olarak yeniden yapılanmasını zorunlu kılmıştır. Müşteri ve işgörenlere yönelik değerlerdeki değişmeyi en iyi temsil eden, toplumum taleplerine duyarlı, kaynak kullanımında etkinlik sağlayan yönetim modellerinden birisi olan EFQM Mükemmellik Modeli’nin eğitim kurumlarında uygulanması, kurumların amaçlarına ulaşmalarını büyük ölçüde kolaylaştıracaktır. Çağımızdaki gelişmeler eğitim kurumlarını hızla değişmeye zorlamaktadır. Bu derece öneme sahip olan eğitim kurumlarında Avrupa Kalite Yönetimi Vakfı Mükemmellik Modeli’nden yeteri kadar yararlanıp yararlanılmadığı ve bu modelin eğitim–öğretime kazandıracağı artılar araştırılmalıdır.
In the globalization process of the world, each society must be an “industrialised society” in terms of production; regarding culture, it must be an “information society” which based on the national values and regarding behaviours, it must be a “a society of science. It must be so, if they would not lost their competition chances in almost all fields. Nowadays persons and institutions must prepare and adapt themselves to this condition of world. Because of the accelerating international relations and rapid technological changes needs to skilled persons that can resist against the intense competition environment has increased. All companies focused their attention and efforts to the concept of “quality” and importance of concepts such as “customer satisfaction” and “continuous change” has increased. It was understood that high quality education and life-long learning are the most important concepts in order to pass over some difficulties which are brought forth by changes. This development will be accomplished by education. Changing concepts of knowledge, science, production and administration influenced educational systems and institutions. As a result of these changes, concepts such as “knowledge”, “learning how to learn”, “continuous education” were introduced for the educational organisation, accomplishment of these purposes is possible if they can change their administration concepts. Societies must form their educational systems and norms to educate a special type of persons. Such kind of individuals can search kinds of information and skills which are necessary for living in accordance with certain standards. They can gain and use and then, when it is necessary, change these information and skills with new ones. Everybody accept that well educated human labour plays an important role in terms of determining the place of a state among others. Consideration of universal standards and developments has become necessary step for determining the quality of education. This developments, forced a new reconstruction in education and give rise to replace “teacher centred” educational systems with “student centred” one. Application of EFQM Perfection Model to the educational institutions will help them considerably in terms of reaching their goals. This administration model represents changes of values towards customer and employers better then others. It is sensitive to the demands of society and provides activity for using of the resource. Developments of our age force educational institutions to rapid changes. It must be investigated whether Perfection Model of Europe Quality Management Foundation is utilised in the educational institutions which are so important. Also its contributions to the education should be searched.
