Abstract
Osmanlı Devleti'nin 600 yıllık yönetim geleneğine dair yazılı kaynaklar olarak siyasetnâmeler, siyasi tarihimizdeki süreçleri ve sonuçları anlayabilmek açısından incelenmesi gereken metinlerdir. Kökleri yüzlerce yıl öncesine dayanan bu metinlerin politikanın durağan olmayan doğasıyla uyumlu dokusu, onları bugün de anlama çabalarını haklı çıkarır. Zamanla öğüt veren eserlerin yazarı olarak kalmaktansa güç mekanizmalarının kontrolü üzerine verilen mücadelenin tarafları haline gelen müellifler, geleneği modern, yönetme sanatını yönetim zihniyeti, siyaseti politika kavramlarıyla yer değişmeye zorlayarak yöneten-yönetilen ilişkisinin terminolojisini belirlemişlerdir. Çalışmada bu ilişkinin tarihsel arkaplanı, unsurları ve özneleri, bir bütünsellik içinde tanımlanarak postmodern söylemleri geleneksel dünyaya bağlayan yönetimsellik fenomeni çerçevesinde yeniden yorumlanmak istenmiştir. Bu durumda iktidarın meşruiyet kaynaklarından bir tanesi olan adâlet etmenin zaman dairesi içinde değişen anlam ve pratiklerine odaklanan tez çalışması, Osmanlı'nın kendine has politik kültür evrenini 'adil olan ile ilişkisinde düşündüren nizâm-ı âlem, gâza ve selâtin-i mâzi nosyonlarını kendi tarihsellikleri içinde yeniden keşfetme çabasına dönüşmüştür.
Siyasetnâme, concerning the centuries-old tradition of the Ottoman administration, are written sources indispensable for understanding the historical political process and the outcomes as well. Since they are incredibly adoptable to the continous change of what is political, they come to be the patological problem of a political history discipline. Once a counselor, the writer of the text becomes party to the quarrelsome politics and so be the center of gravity in determining the relation between the governor and the governed while pushing hard the boundaries between the historical dichotomies like traditional-modern, art of governance-governmentality, and administrative-political. In the study, it is preferred to define the historical background, the so-called elements and the actors of governor-governed relationality, all in a complementary way so that the governmentality phenomenon could integrate the postmodern discourse to the premodern. Focusing on the chronological circle of justice with the constantly evolving semantics and the praxis as the legitimacy source of power it turns out to be a geneological survey through the notions of the order of the world, the holy war, and the golden age narratives ideologically functional for the Ottoman cultural habitus in its relation with justice.
