Abstract

Mühendislik, matematik ve istatistik gibi belirli bir modelin kurulamadığı olayların yapısını incelemek için olayı yapay olarak canlandırmaya, kağıt üzerine getirmeye yani modelsiz olarak olay üzerinde kontrol kurma gayretlerinin tümüne simülasyon denir. Simülasyon modelinin monte carlo simülasyon tekniği, yöneylem araştırmasının en önemli konularından birisidir. Bu konuyu incelememizin ve araştırmamızın ana sebebi, matematiksel modellerle ve formüllerle çözülmesi pek mümkün olmayan karmaşık yapıdaki sorunları en iyi şekilde çizebilmektir. Simülasyon modellerinde matematiksel formülasyon olmadığından deterministik problemlerde kullanılan birçok matematiksel formüllerden de arınmış oldu. Çalışmada ceza yargılamasına ilişkin olarak dört farklı görevlere haiz dört ayrı mahkemenin 2003-2006 yıllarına ilişkin verileri ile yedi coğrafi bölgeye ait 20032006 yıllarıma ilişkin verileri Adalet Bakanlığının Adli Sicil kayıtları baz alınarak değerlendirmeye tabi tutulmuştur. Kullanılan veri seti her bir ceza mahkemesi türündeki dava sayıları ve her bir coğrafi bölgedeki dava sayılarından oluşmaktadır.
Simulation is defined as the artificial animation, presenting on paper of the relevant event to examine the structure of the events on which it is not possible to set up a specific model such as engineering, mathematics or statistics. In other words, all the efforts to establish control on the event without any model. Simulation model’s monte carlo simulation technique is one of the most significant subject matter of the operational research. The basic reason for research and examination of such topic is to solve the complex structured problems which cannot be figured out through mathematical models and formulas effectively. As there is no mathematical formulation at simulation models, we have been purified from several mathematical formulas which are being used at deterministic problems. In this study, the data of four different courts, which have four different jurisdictions of years 2003 to 2006 regarding the criminal jurisdiction and the data of the seven regions of years 2003 to 2006 have been evaluated by basing on the judicial records of the Ministry of Justice. The above mentioned data set consists of the quantity of the cases of each criminal court type and quantity of the cases at each geographical region.
