Abstract
Osmanlı Devletinin uygulamaları, bugüne kadar çok çeşitli araştırmalara ve tartışmalara konu olmuştur. Aynı uygulamalara politik açıdan bakanlar, bazen durumu olduğundan daha fazla gösterme gayreti içinde onu demokrasi diye nitelerken, bazıları da formel yapısına itibarla ve kimi hadiselerden hareketle diktatörlükle eş tutmuşlardır. Bu makalede, konu demokrasi ve antidemokratik anlayışlar çerçevesinde ele alınmakta, sistem olduğu gibi kendi şartları içinde değerlendirilip Osmanlı Yönetiminin kendisine özgü bir idare tarzı olduğu işlenmektedir.
The administrative system of the Ottoman Empire has been subject to much debate and research up to present. Seen from one perspective, the system has been regarded as democratic, from the other as antidemocratic, and therefore tyrannical. This article attempts to analyze the issue by reference to the debates around democratic and antidemocratic interpretations. In doing so, the administrative system of the Ottomans will be investigated within its own historic context, arguing that this system has its own unique characteristics that make it difficult to characterize it as totally democratic or antidemocratic.
