Abstract
XX. Yüzyılın ilk çeyreğinde yaşanan siyasî gelişmelerin Türkiye’nin toplumsal yapılanmasında yaratmış olduğu en önemli sorunlardan birisi yoksulluktu. Pre-kapitalist bir tarım toplumu özellikleri gösteren Türkiye’de kitlesel savaşların yol açtığı etkiler, nüfusun eğitim-öğretim hizmetlerinden yararlanma olanağı ve süresindeki sorunlar, sağlık hizmetlerinin yaygınlığı ve ulaşılabilirliğindeki sınırlılık, ulaşım ve iletişim alt yapısındaki eksiklikler ve yaygın beslenme yetersizlikleri, insanî ve göreli yoksulluk problemlerinin ortaya çıkmasına neden olmuştur. Cumhuriyetin ilk yıllarından itibaren ulusal kaynaklar ve küresel konjonktürün belirleyici olduğu bir çerçevede yoksulluk sorununu çözümlemeye veya kabul edilebilir bir düzeye çekmeye yönelik siyasalar oluşturuldu. Devrimin ve onu oluşturan norm ve değerlerin toplumsallaştırılması amacıyla oluşturulan Halkevleri, örgütlenme yapısındaki ictimâî yardım (sosyal yardım) şubeleriyle ülkenin bütününde yaratabildikleri mâlî ve insanî kaynaklar ile yoksulluğun içselleştirdiği çok boyutlu sorunların çözümlenmesine yönelik katkılar sağlamışlardır. Bu mütevâzı çalışma söz konusu katma değeri birinci el kaynaklara dayalı olarak ortaya koymaktadı.
One of the most important problems created in the social construction of Turkey with political developments in the first quarter of the 20th century was poverty. Effects caused by the massive war in Turkey showing the characteristics of a pre-capitalist agricultural society, People’s possibility to benefit from education and problems in its duration, the extent and availability of health services, deficiencies in transportation and communication infrastructure and common nutritional insufficiency caused human and relative poverty problems. From the early years of the Republic, policies were created to solve the poverty problem or to bring it to an acceptable level within the framework of national resources and global conjuncture. People's Houses created for the socialization of the revolution and its norms and values, contributed to the solution of the multidimensional problems internalized by poverty through the financial and human resources they could create throughout the country with ictimâî assistance (social assistance) branches in the organizational structure. This modest study reveals the added value based on first-hand resources.
