Abstract
Gelişmiş teknolojiye sahip savunma sistemlerinin tedarik edilmesi ve yaşam döngüsü içerisinde sürdürülebilirliği lojistik süreçler açısından her geçen gün daha maliyetli ve karmaşık olabilmektedir. Performansa Dayalı Lojistik (PDL), tedarik zinciri ve lojistik vasıtasıyla sistemlerin desteklenmesi ve tedarik edilmesi için ortaya konulan yeni yaklaşımlardan birisidir. Bu yaklaşım, son kullanıcı ihtiyacının operasyonel hazır bulunuşluk açısından belirli performans hedefleri dikkate alınarak ve daha uygun maliyetle karşılanmasına önem vermektedir. Performans değerlendirilmesi için kullanılan parametrik ve parametrik olmayan birçok araç ve yöntem kullanılmaktadır. Parametrik olmayan yöntemler arasında en çok tercih edilen analiz yöntemi ise Veri Zarflama Analizi (VZA)’dır. VZA, karar verme birimlerinin performans ve göreceli etkinliklerini değerlendirmek için kullanılan doğrusal programlama tabanlı bir yöntemdir. Bu çalışmada, gerçek bir örnek olay çalışması ele alınmıştır. PDL stratejisi kapsamında yerli akü üreticisi firmaların geçmiş yıllara ait verileri dikkate alınarak dinamik bir performans değerlendirmesi yapılmıştır. Performans değerlendirmesi için VZA ile Malmquist Toplam Faktör Verimliliği Endeksinden yararlanılmıştır. Çalışmada, yerli 12 adet akü üretici firmanın geçmiş dört yıllık verileri dikkate alınmış ve iki adet girdi ile iki adet çıktı faktörü kullanarak etkinlikleri analiz edilmiştir. Analiz sonucunda yalnızca bir akü üreticisi firmanın tüm dönemlerde etkin olduğu sonucuna ulaşılmıştır.
Supplying advanced technology defense systems and sustainability within the life cycle can be more costly and complex in terms of logistical processes day by day. Performance Based Logistics (PBL) is one of the new approaches to support and supply systems through supply chain and logistics. This approach focuses on importance to satisfying the needs of the end-user in terms of operational availability by taking into account the specific performance targets and with cost effectively. Many parametric and nonparametric methods are used for performance evaluation. The most preferred method of analysis among nonparametric methods is Data Envelopment Analysis (DEA). DEA is a linear programmingbased method used to evaluate the performance and relative effectiveness of decision-making units. A real case study is carried out and the results are discussed.In the context of PDL strategy, a dynamic performance evaluation is performed by taking into consideration the data of the domestic battery manufacturer companies in the past years. For this purpose, DEA and the Malmquist Total Factor Productivity Index are used. In the study, 12 domestic battery manufacturers are taken into consideration and their efficiencies are analyzed. The results from this analysis indicate that only one battery manufacturer is effective in all periods.
