Abstract
Tarihi çevreler aynı toplumdaki insanların ortak geçmişlerini anlatan, tarihi birikimlerini ortaya koyan, sadece üzerinde bulunduğu toplum ve gelecek kuşaklar için değil tüm insanlık için anlam ifade eden zenginliktir. Tarihi çevreleri korumak ve yaşatmak tarihi çevrelerin yönetimi konusunda temel hedef olmasına rağmen korumayla beraber ekonomik ve sosyal gelişimin de sağlanması, toplumun kültürel kimlik değerleri gözünde bulundurularak toplumsal beklentilerinin gelecek kuşak ve insanlık için ön plana çıkarılması, korumada sürdürülebilirlik kavramını ortaya çıkarmıştır. Tarihi çevrelerde alan yönetiminin sürdürülebilirliği, tarihi değerler, toplum ve çevre arasındaki ilişkinin uzun süreli ve sadece günümüz toplumu için değil gelecek kuşak için de yaşamasının sağlanabilmesi bakımından önemlidir. Tarihi çevrelerde alan yönetiminin sürdürülebilirliği için, değerlerin neden korunması gerektiği konusunda toplumsal bilinç oluşturulmalı ve bu bilinç artırılmalıdır. Bu konudaki önemli konulardan biri korumada katılımcı yaklaşımlardır. Sürdürülebilir yönetimde katılımcı yaklaşım ile korumanın amacı, değeri toplumdan soyutlamak değil değeri topluma kazandırıp kültürel ve sosyal yaşamda yer edinmesini, ekonomik ve sosyal gelişmede kültürel miras değerinin katkıda bulunmasını sağlamaktır. Katılımcı yaklaşımlarda tarihi çevrelerde kullanım, ekonomik, kültürel ve sosyal açıdan sürdürülebilir olmalıdır, değerlerin bütünlüğünü olumsuz yönde etkilememeli ve ekonomik kaygılarla kullanım ön plana çıktığında, fiziksel zararın önüne geçilebilmelidir. Yönetimin sürdürülebilirliğinin sağlanması için tarihi çevrelerde uygulanan alan yönetim planlarının, tarihi çevrelerde oluşturduğu sonuçlar ve yarattığı etkiler ölçülmeli, takip edilmeli ve bir sonraki planı etkilemelidir. Bu çalışmanın temel amacı; tarihi çevrelerde, koruma ve yaşatmaya yönelik güncel ve evrensel yaklaşımları yönetimin sürdürülebilirliğinin sağlanması anlamında ele alarak, tarihi çevrelerde alan yönetiminin sürdürülebilirliğinin incelenmesidir. Çalışmada öncelikle tarihi çevreleri koruma ve yaşatma, koruma yönetimi konularında ulusal ve uluslararası yayınlar incelenmiş ve tarihi çevrelerin yönetilmesinin sürdürülebilirliği için öneriler geliştirilmesi hedeflenmiştir.
Historical area riches that express the common past of people in the same society, reveal their historical accumulation, and make sense not only for the society and future generations, but also for all humanity. Although preserving and utilization historical area is the main objective in the management of historical area, providing economic and social development along with protection, bringing the social expectations of the society into consideration for the next generation and humanity have brought out the concept of sustainability in protection. One of the key issues in this regard is participatory approaches to protection. The participatory approach in sustainable management aims to ensure that not to abstract the value from the society but to make it a valuable gathering place in cultural and social life and to contribute cultural heritage value in economic and social development. For the sustainability of site management in historical area, social awareness should be raised and this awareness should be raised about why values should be protected. The aim of preserving the participatory approach in sustainable management is not to isolate the value from the society but to ensure that the value is added to the society and take place in the cultural and social life and that the value of cultural heritage contributes to the economic and social development. In participatory approaches, the use in historical areas should be sustainable in economic, cultural and social terms, should not adversely affect the integrity of values and physical harm should be prevented when use with economic concerns comes to the fore. In order to ensure the sustainability of the management, the results and impacts of the area management plans implemented in historical areas should be measured, followed and influenced the next plan. The main purpose of this study is; to examine the sustainability of the site management in historical areas by considering the current and universal approaches to conservation and survival in the sense of ensuring the sustainability of management. In this study, primarily national and international publications on conservation and conservation of historical areas, conservation management issues have been examined and recommendations for sustainability of management of historical areas have been aimed.
