Türkiye`de un ve unlu mamuller sanayinin ekonomik yapısı ve sorunları

Abstract

Buğday ülkemizde üretimi yapılan tahıl ürünleri içinde en büyük paya buğday sahiptir ve ülkemiz için önemli bir tarım ürünüdür. Buğday gerek insan beslenmesinde gerekse hayvan beslenmesinde temel bir gıda maddesidir Buğday üretimi ülkemizde yaklaşık 2.9 milyon işletmede yapılmakta olup, 15 milyon civarında insan için geçim kaynağı olmaktadır.Tüketim açısından ise, ülkemizin tüm nüfusunu ilgilendirmektedir. Hammaddesi buğday olan un ve unlu mamuller sanayi hammaddesindeki üretim ve tüketim değerleri gözönüne alındığında ülkemizin kalkınmasında öncelikli sanayi dallarından biri konumundadır. Ancak yeterli kalitede buğday üretilememesi ve kaliteli hammadde temininde yaşanan zorluklar sonucu bu sanayi sektörü istenilen seviyeyi yakalayamamıştır. Bu çalışmada un ve unlu mamuller sanayinin gelişimim ortaya koymak ve varılan noktada ekonomik yapısını irdelemek amaçlanmıştır. Konunun incelenmesinde izlenen yol, un ve unlu mamuller sanayinin hammaddesi konumundaki buğdayın üretimi, temin edilmesinde yaşanan sorunlar ve ticaretinin Türkiye ve dünya bakımından ortaya konması, un ve unlu mamuller sanayini makarna, bisküvi ve un sektörleri alt dallarında ekonomik yapı, üretim ve ticaret faaliyetlerinin incelenmesi şeklinde yapılmıştır. İncelemeler üç ana başlık altında ele alınmıştır. Tik olarak un ve unlu mamuller sanayinin hammaddesi olan buğdayın hem ülkemiz hem de dünyadaki durumu üretim ve dış ticaret bakımından ele alınmıştır. Ardından Türkiye ve dünyada un ve unlu mamuller sanayinin genel durumu yine üretim ve dış ticaret bakımından irdelenmiştir. Son olarak ise Türkiye'de un ve unlu mamuller sanayinin genel durumu, karşılaşılan sorunlar ve çözüm önerileri sunulmuştur. Yararlanılan anketlerden elde edilen sonuçlara göre, un ve unlu mamuller sanayiinin en önemli sorunu istenilen kalitede hammaddenin temin edilememesidir. Özellikle un sanayiinde görülen plansız ve aşırı bir şekilde yapılan yeni yatırımlar bu sektörün gelişimini olumsuz yönde etkilemektedir.

Wheat has the biggest share in the production of grains in Turkey and it is an important agricultural product for Turkey. Wheat is an essential food stuff both tor the human nutrition and animal feeding. While wheat is being produced in approximately 2.9 million plants, it is a source of making a living for almost 15 million people. In terms of consumption, k is a concern for the whole population. When the production and consumption values in the grain mill industry, where wheat is the raw material, are taken into consideration, grain mill industry has a prior position. However, this sector could not seize the desired level as a result of not being able to produce wheat with sufficient quality and the difficulties in the raw material supply of good quality. The aim of this study is to reveal the development of the grain mill industry and to examine its economic structure. The method used for the investigation of this subject is as follows; to scrutinize the production of wheat which is the raw material for the grain mill industry, the problems in the supply and the trade in terms of Turkey and the world, to investigate the economic structure, production and consumption activities of macaroni, biscuit and flour sub-sectors. The study has been grouped into three titles. Firstly, the situation of wheat both in Turkey and the world is examined in terms of production and foreign trade. Secondly, the general situation of the grain mill industry is scrutinized in terms of production and foreign trade. Lastly, the general structure of grain mill industry in Turkey, the problems faced and the suggestions are presented. According to results of the survey the most important problem of the grain mill industry is the good quality raw material procurement that industry demand. Especially unplanned and excessive amount of new investments effect flour industry negatively.
