Abstract

Osmanlı Devleti başarısız olduğunu anladığı, gerilediğini kabul ettiği vegerileme ile başarısızlığını askerû alandaki yetersizliğe bağladığı zaman askerûeğitimde değişikliğe gitmiştir. Bu değişiklik neticesi XVIII. yüzyılın sonçeyreğinde açılan Mühendishâne-i Bahr-i Humâyun ve Mühendishâne-i Berr-iHumâyun mektebleri, Osmanlı Devleti'nde başta eğitim olmak üzere bir çoknoktada yeni bir dönemin habercisi olmuştur.Bu yeni dönem, sadece maârif sistemini değil devletin bütünkademelerini kapsayacak olan `batılılaşma' veya `modernleşme' olarakadlandırılabilir.Tanzimât'tan sonra devlette yeni eğitim kurumları tesis edilmiştir.Yüksek öğretimde Dâru'l-fünûn, orta öğretimde Rüşdiye, İdâdiye ve Sultâniye,ilköğretimde ise, ders programı ve müfredatı ıslah edilen, Sıbyan Mektebleriyeni okullardır.Günümüzde tartışılan bir konu olan din eğitimi ve öğretiminin nasıl vene şekilde verileceği meselesi, II.Meşrutiyet döneminde de gündemdedir.Öğrencilerin ulûm-ı diniye derslerini okuduğu halde mezun olduktan sonradinden ve dûnû bilgilerden habersiz oldukları dönemin aydınları tarafından dilegetirilmektedir.Buna sebep olarak mekteblerde gösterilen ulûm-ı diniye mevzularınınpeygamberler tarihû ve şahsû vazifelerden ibadet konusu ile sınırlı kalmasıgösterilmektedir. Halbuki bu dersin vicdanû ve sosyal vazifeler kısmı da vardır.Derslerde çocuklara Allah Teâlâ'nın kudretini ve azametini isbat edennesneler ve olaylar gösterilmeli ve bunlar üzerinde düşündürülmelidir. Baştapeygamber efendimiz olmak üzere İslâm'ın yayılması ve yükselmesi içinmedeniyet ve insanlık için yaşadıkları olaylardan ve yaptıkları eserlerdenbahsedilmelidir.İslâmiyet'in medeniyete sunduğu ve insan hakları hususundakihürriyet, adalet, birlik ve beraberlik gibi emirleri çocuklara anlatılmalı vedevamlı bu konular üzerinde durulmalıdır. Dinin ilerlemeye ve yenilenmeyehiçbir zaman mani olmadığı derslerde sürekli anlatılmalıdır. Din hissinintaassup şekline dönüşmemesine yani daima ahlâkû ve içtimâû özelliğinimuhafaza ederek başka dinlerin mensuplarına saldırmamasına dikkatedilmelidir.Ulûm-ı diniye, ibtidâû mekteblerinin dersleri arasında büyük bir yertutmaktadır. İlk mektebler aynı zamanda dûnû eğitimi de kapsamaktadır. Bunarağmen okullardaki dûnû eğitimden, çocuklar yeteri kadarfaydalanamamaktadır. Mekteblerdeki bu sorunun, öğretmenlerin bilgisizliğindedeğil, fakat öğretimdeki metotsuzluktan ve yanlışlıktan ileri gelmektedir. İlm-ihâl kitaplarının daha giriş cümlelerinin, çocuğun anlayışı ve kavrayışınınüstünde bir dille yazılı olması da öğrencilerin anlamasını zorlaştırmaktadır.İlm-i hâl öğretiminde, diğer derslerin öğretim metotlarına uygunşekilde hareket edilmesi, ve bu dersi çocukların anlayışına indirerek somuttansoyuta gidilmesi gerekmektedir.
The State of Ottoman had made a renewal in the area of militaryeducation when it acknowledged the regression and devoted the failure to theincapability of themilitary service. Established in the last quarter of VXIII.century as a rerult of this change, the schools of Mühendishane-i Bahr-iHumayun and Mühendishane-i Berr-i Humayun had been the messenger of anew age.This new age, which was going to comprise not only the educationalsystem but also all ranks of the state can be named as 'Westernization' or'Modernization'. As a consequence of Tanzimat, new institutions of educationhad been established. These new schools were Daru'l-fünun (university level),Rüşdiye, İdadiye, Sultaniye (high school level), and lastly Sıbyan Schools(primary level) of which the lesson programme and the syllabus had beenimproved.Today's debate on how and in which ways the religious educationshould be practiced had also been discussed in the period of II.Meşrutiyet.Theintellectuals of that age had stated that despite having religious courses, aftergraduation students had not any knowledge of religion.The fact that the religious topics were limited with the history of theprophets and their individual functions had been the main reason.Indeed, thereligious courses include both individual and social aspects.The objects and incidents proving the power and grandeur of AllahTeala should be presented to students. Moreover, students should beencouraged to think on the context. The incidents that Our Prophet hadexperienced throughout the spreading and the rise of Islam and the writtenworks should have been taken into consideration.The commands about human rights such as freedom, justice,togetherness granded by Islam for humanity should be practiced and focused ina detailed way. The idea that religion does not hinder advances and innovationshould always be emphasized. It should be considered that the concept ofreligion does not turn into fanasticism therefore it does not attack on membersof other religions.Religious courses occupies an exclusive area in the lessons of SıbyanSchools. Primary schools comprise religious education as well. Despite that,students are not able to acquire religious topics sufficiently. This problem in theschools does not result from the ignorance of the instructors but from mistakesand lack of methodological works. The fact that even the introductory sentencesof the İlm-i hal books were written in a language higher than the child'sacquisition makes it difficult to understand.The methods of other courses should also be applied to the practice ofİlm-i hal and this course should be lowered to the level of children'sunderstanding through a process from concrete to abstract concepts.
