Abstract

Yirminci yüzyıl ve özellikle finansal küreselleşmenin dünya çapında hızla yayıldığı son çeyreği, pek çok ekonomik krizi beraberinde getirmiştir. Küreselleşme ile birlikte ülkeler arası ilişkilerin yoğunlaşması ve ulusal finans piyasalarını ayıran sınırların ortadan kalkması, uluslar arası sermaye akımlarının artmasına olanak tanımış ve dünyada serbest dolaşan paranın ülke ekonomileri üzerindeki etkisi artmıştır.2007 yılının ortalarında Amerika Birleşik Devletleri ekonomisinde baş gösteren daralma, küreselleşme neticesinde hızla diğer ülke ekonomilerini de etkisi altına almıştır. Kısa sürede finansal piyasalardaki sorunlar reel sektöre de sıçramış, birçok ülkede görülen ekonomik yavaşlama yerini ekonomik gerilemeye bırakmıştır.ABD mortgage piyasasına ilişkin risklerin menkul kıymetleştirme yoluyla dünya ekonomilerine yayılması küresel krizi tetikleyen temel unsur olmuştur. 2004-2006 yılları arasında merkez bankalarının uyguladığı gevşek para politikaları neticesinde meydana gelen hızlı kredi genişlemesi döneminde, ödeme gücü düşük olan bireylere verilen yüksek riskli kredilerin boyutu ABD'de çok yüksek boyutlara ulaşmıştır. Bu riskli kredilerin geri ödenmesinde yaşanan sorunlar kısa sürede dünya finans piyasalarında panik ve korkuya neden olmuş, piyasalarda yaşanan likidite sıkışıklığı yerini bir güven bunalımına bırakmış ve finansal sistemin neredeyse durmasına yol açmıştır.2001 krizinin ardından Türkiye ekonomisi, dünyadaki ekonomik konjonktürün etkisiyle hızlı bir toparlanma sürecine girmiş ve yirmi yedi çeyrek boyunca kesintisiz büyümeyi başarabilmiştir. Ancak, 2008 yılının Ağustos ayında küresel krizin Türkiye ekonomisi üzerinde etkileri görülmeye başlamıştır. Krizin Türkiye ekonomisini etkilediği kanalların başında dış ticaret gelmektedir. Küresel düzeyde ekonomilerin küçülmesi nedeniyle azalan dış talep, ihracatın, dolayısıyla üretim miktarının da azalmasına neden olmuştur. Türkiye ekonomisi 2008 yılının son çeyreğinde ve 2009 yılının ilk üç çeyreğinde arka arkaya küçülme göstermiştir. 2001 krizi sonrasında finans alanında gerçekleştirilen reformlar neticesinde, bankacılık kesiminin küresel krizden reel sektör kadar etkilenmediğini söylemek mümkündür.Küresel kriz, bozulan ekonomik göstergelerin ve geleceğe ilişkin artan risk algısının etkisiyle, özellikle 2008 yılının son çeyreğinde ve 2009 yılının ilk yarısında dünya borsalarında yüksek miktarlarda düşmeye neden olmuştur. Son yıllarda işlem hacmi ve kapitalizasyon değeri büyük oranlarda artmış olan İMKB'deki bu trend, krizin Türkiye'yi de etkisi altına almasıyla 2008 yılının son çeyreğinde tersine dönmüştür. Dünya ekonomisindeki kısmi iyileşmelerin etkisiyle 2009 yılının ikinci yarısı itibariyle olumlu veriler İMKB'ye yansımış, 2010 yılının ilk yarısında endeks değerleri kriz öncesi döneme ait değerleri yeniden görebilmiştir.
Twentieth century and especially its last quarter when the financial globalization spread rapidly throughout the world, brought along a great number of economic crisis. That the transnational relations intensified and the borders which separate national financial markets from each other disappeared has paved the way for the increase in the international flow of capital; and the effects of the capital which circulates freely in the world on the national economies have increased.The shrinking that arose in the US economy in the mid-2007 has penetrated into the other national economies as a result of globalization. Shortly after, the problems in the financial markets spread to the real sector; the economic deceleration which is seen is most countries was gave place to economic recession.The spread of the risks pertaining to the US mortgage market to the world economies through securitization has been the basic element which triggered the global crisis. In the rapid credit expansion which occurred as a result of the loose monetary policy implemented by the central banks between 2004-2006, the volume of the high risk credits given to the individuals with low payment capabilities have reached to extremely high levels in the USA. The problems in paying back those risky credits caused panic and fear in world financial markets immediately; and the liquidity crunch in the markets gave place to a confidence crisis and it caused the financial system almost stop.In the aftermath of the 2001 crisis, the Turkish economy entered into a rapid recovery period with the help of the global economic conjuncture and succeeded in growing in twenty seven quarters continuously. However, the effects of the global crisis on Turkish economy became visible in August 2008. Foreign trade is one of the mostly affected canals of Turkish economy by the crisis. The foreign demand, which decreased because of the shrinking of the global economies, caused export, and consequently the production volumes decrease also. Turkish economy shrank in the last quarter of 2008 and the first three quarters of 2009 in a row. Banking sector was not affected by the crisis as severe as the real sector, thanks to the reforms realized in finance sector in the aftermath of the 2001 crisis.The global crisis caused high amounts of decreases in the world stock exchange markets in the last quarter of 2008 and the first half of 2009 because of the deteriorated economic indicators and the increased risk perception for the future. The trend in the Istanbul Stock Exchange (ISE), the volume and capitalization value of which has increased extensively was reversed in the last quarter of 2008 when the crisis took hold of Turkey. With the relatively positive developments in the world economy, the positive data was reflected to the ISE; the index values were able to reach the pre-crisis values in the first half of 2010.
