Abstract
Japonya'nın ekonomik yükselişinin itici gücü olarak kabul edilen ve "görünürde" rekabet avantajı, sürdürülebilirlik gibi stratejik sonuçlara hizmet eden Toplam Kalite Yönetimi (TKY) anlayışı ve bu kapsamda ele alınan modellerin stratejik katkı düzeylerinin gerçekte var olup olmadığı önemli bir tartışma konusudur. Bu kapsamda, çalışmamızda, TKY anlayışı içinde ele alınan kalite modellerinden biri olan ve Avrupa'da ortaya çıkmış olan EFQM Mükemmellik Modeli üzerinden konu irdelenmiştir. EFQM'in iddiasına göre; uygun bir biçimde kullanıldığı takdirde, EFQM Mükemmellik Modeli, bir işletmenin kullandığı tüm yönetim araçlarının, amaçlanan stratejiyi gerçekleştiren bir sistem oluşturmasını güvence altına alır. Teoride var olduğu iddia edilen bu katkının pratikte var olup olmadığını anlamak için bugüne kadar bu model kapsamında Bursa'da ödül almış toplam 15 işletmeden 12'si ile görüşülmüş ve modelin toplam 119 önermesi içinden stratejik içerikli olduğu tespit edilen 58 önermesi bu işletmelere tek tek sorulmuş ve çeşitli başka verilerle de bulgular zenginleştirilmiştir. Sonuç olarak bir yol haritası olarak kabul gören EFQM Mükemmellik Modeli'nin işletmelerin stratejik yeteneklerine katkısı iddia edilenin aksine düşük çıkmıştır. Bu sonucun da Modeli pratik sonuçları üzerinden araştıran çalışmaların sonuçları ile örtüştüğü görülmüştür.
Whether the exist of the strategic contribution level of the total quality management (TQM) concept and the models in this concept which are considered to be the driving force of the economic upswing of Japan and ensure 'apparently' some strategic outcomes as sustainability or competitive advantage is an important subject of discussion. In this context, the present study discussed the subject on EFQM Excellence Model which is accepted in TQM concept and emerged in Europe. According to the claim of efqm; If used appropriately, EFQM Excellence Model guarantees the creation of a system that performs the intended strategy for all management tools. In order to understand this contribution that claimed in theory whether there is in practice, we interviewed 12 of the total 15 companies have received awards/prizes within the scope of EFQM Excellence Model in Bursa and asked one by one 58 propositions which have strategic content in total 119 proposition of the Model. These findings also enhanced with a variety of other data. As a result, in contrast to the assertion of a roadmap, EFQM Excellence Model's contribution to the strategic capability of enterprises recognized as significantly lower. It has been shown that the results of our study coincide with the results of studies that search this Model by its practical results.
