Abstract
Bu çalışma, 16. yüzyılın ikinci yarısından itibaren başlayan ıslahatnâme türü siyasetnâme eserleri içerisinde yer alan ve Veysî'nin Hâbnâme adlı eseri ile örneklendirilen bir çalışma olup, geçmiş siyasi metinlerinde meselelere nasıl yaklaşıldığını konu edinmektedir. Bu çalışma yapılırken geniş bir literatür taraması yapılmış, uzman kişilerin gerekli eserlerine başvurularak geçmişin meseleleri ele alınmış ve bu bağlamda günümüzle de benzerlikleri ortaya konmaya çalışılmıştır. Ayrıca, Hâbnâme'nin verimli bir şekilde ele alınması için dönemin diğer bazı siyasetnâmeleri ve kaynakları da çalışma içerisinde kısaca ele alınmıştır. Çalışmanın birinci bölümünde siyasetnâme kavramı ve kültürüne ait gerekli bilgiler sunulmuş, çalışmanın sıhhatinin sağlanması için gerekli temeller oluşturulmuştur. İkinci bölümde 16. ve 17. yüzyıldaki Osmanlı'nın durumu, Sultan 1. Ahmed dönemine dair bilgiler, döneme ait adaletnâme örneği ve çeşitli siyasetnâme örnekleri ele alınarak konunun daha özelde mahiyetini belirler nitelikte bir çerçeve çizilmeye çalışılmıştır. Bunun yanında Hâbnâme adlı eserin değerlendirilmesi noktasında da kıyaslamalar ve döneme etkisi konusunda yapılacak tespitler için gerekli zemin oluşturulmaya çalışılmıştır. Üçüncü bölümde ise Hâbnâme adlı eser ele alınarak detaylı bir inceleme yapılmış ve bu eserde ele alınan meseleler maddeler halinde sunulmuştur. Yapılan çalışmanın sonucunda geçmiş-günümüz-gelecek siyaset algısı ve meseleleri hususunda benzerliklerin olduğu tespit edilerek bu konuda öne çıkan kavramlar belirlenmiş, bu kavramların geçmişte ne anlam ifade ettiği belirtilerek günümüz siyaset meseleleri ve kavramlarının kökenine inilerek daha sağlıklı çıkarımların yapılması için zemin hazırlanmaya çalışılmıştır.
This study examines how previous politicsbook approaches to the daily issues, in particular with the example of Veysî's Hâbnâme which is included in the ıslahatnâme kind of politicsbook trend which started in 2nd period of 16th century. While this study is being performed, an extensive literature review has been done, the issues of the past were handled by referring to the works of the experts and in this context similiarities has been revelaled. In addition, some other politicsbooks and publications of the period were handled briefly in the study in order to understand Hâbnâme efficiently. In the first section of the study, the concept of politicsbook and necessary information about its culture were presented and important points have been analysed for a healthy work. In the second chapter, the situation of Ottoman Empire in the 16th and 17th centuries, the information on the Sultan Ahmed period, various politicsbook and adaletnâme examples be dealt with and tried to draw a framework to determine the nature of the subject more specifically. Also, at the point of evaluation of the work called Hâbnâme, comparisons and effects to the period have been analysed and necessary background has been given in order to provide a critical view to the reader. In the third chapter, a detailed study was carried out regarding Hâbnâme and the subjects covered in this work were presented in form of articles. As a result of this study, it was determined that there are similarities between the past, present and the future politics perceptions and issues, thus, prominent concepts in this subject were determined and by pointing out what these concepts mean in the past, the study attempted to prepare a ground for making more healthy deductions by descending to the origin of today's political affairs and concepts.
